MIXED BLESSINGS FOR STABILITY IN NIGERIA: VIGILANTE IN NIGERIA
There had been two effective security arrangements in most parts of Nigeria. The traditional local volunteer hunters and the salaried conventional government’s military and para-military systems (i.e. the Army, the police etc). The traditional local volunteer hunters were most effective as forest guards, intelligence gatherers and fighters during the native authority days. The system dissipated when they feel preferred and replaced by the salaried conventional government’s military and paramilitary that are trained in the use of modern superior weapons. Unfortunately, the system of salaried conventional government’s military and paramilitary staffing, managements and deployments soon gave way to indolence, arm twisting and bribery taking and almost totally lapsed into ineffectiveness. INTRODUCTION Permit me to start by appreciating the leaders of All Progressives Congress (APC) who organise this APC-USA Second Annual Convention and who have kindly invited me to attend it as a Special Guest of Honour. I am excited and challenged by the theme of the convention, namely: “Advancing the APC Change Agenda, the Report Cards and the Role of the Diaspora”. Agitations by various parties to the “Nigeria Project” to reappraise the terms of our union are not peculiar to Nigeria, neither are they bad or unexpected. The need for genuine and sincere constant discussions and negotiations towards improving the lots of every part and every citizen of Nigeria cannot be wished away; rather, it should be respected and supported by all and sundry. And the sooner the discussions and negotiations among friends and groups are done in all Nigerian places at all times, the better.
